In many skiplagging scenarios, it's necessary for passengers to decide whether or not they want to enter the "transit" country. For example, if you buy a ticket for JFK-HKG-BKK (BKK is one of the most popular "fare reducers"), you can either remain airside in HK or you can pass through border control. Your luggage might not have this choice, however.
