One is and one is not

I escalated this within T-Mobile. They were able to provide me the phone numbers of these outgoing texts (the Chat agent said they did not log this information for prepaid). I don't recognize these numbers and google turned up nothing (in case some rogue App was doing it). So, they are investigating.

They also said the Chat agent who supposedly disabled my outgoing text the other day didn't do it right, so the texts continued to go out.
