Sorry, I thought you meant the Airline (NZ) being able to accomodate customers who have registered for Global Entry, not citizens of the country NZ being eligible to apply for Global Entry.
Global Entry is made available to citizens of nations who allow Americans to enjoy accelerated entry into their countries if they meet local requirements analogous to TSA Pre or Global Entry.
