The Peace is one of ~3 hotels that are actually on the Bund, all of which are historic buildings/landmarks, and this scarcity is the primary reason for the price premium. For some people, the price is absolutely justified.
But, my personal take on the Bund is similar to Lujiazui. Both are worth visiting, and possibly staying at for a few nights if that you have plans that focus on either area, but if your goal is to get a fuller experience, you're better off residing somewhere more central (e.g JW, City Centre, Portman).
