Reviving an oler thread versus starying a new one. Asking for a freind as I tend to not make EU261 claims.

Does EU261 depend on the cost of the ticket? An Air Corsical flight from FCS-NCE was delayer by more than 3 hours. The Airline is offering €150 but EU261 rules would indicate €250. The value of the ticket is less that €250. Does this factor into the claim?
