NZ should already be able to accomodate global entry, my understanding is that it works using the same system where airlines capture a known traveller number (KTN) from a passenger who is registered for TSA PreCheck, which they transmit as part of your checkin. The ability to capture a KTN is what is required by airlines who offer TSA PreCheck, and the same KTN is what provides the ability to recognise those who are registered for Global Entry.
Global entry is international diplomacy and AirNZ needs to get MFAT to talk nicely to the State Department to allow NZ Citizens to be eligible.
