Same. IIRC, they did partner with National at one point. I switched primarily to National several years back between a combo of a change in my employer's travel policies (which came with a status match, so at the time to Executive Elite), find the National cars and experience and generally prices to be better, and only went back on the sole occasion National didn't serve a location and Hertz did.
Hertz also burned me as a PC on a couple of things, including some dodgy billing and collections practices after a very minor accident involving a deer and cracked headlight (where they refused to work with my insurance). That and the "give us gas receipts or we'll charge you for gas on <75 mile rentals" policy in place for a while. Oh, and the time they charged me mileage on an unlimited miles rate and corporate said it was a franchise location and refused to honor the rate I'd booked. And the time they charged me for fuel when I extended a rental (treating it as a "return" and new rental). Hmm, the more I think of it, the only thing Hertz does for me is still call me a PC despite one rental in like 6 years...
Avis... Honestly, they rarely have competitive rates. I have booked them once, on a trip I later cancelled. Every other time I checked, they were at least 40% higher than National/Enterprise regardless of CDP I checked...
So, that's my long winded way of saying I'd prefer they add National.
