They are point to point, but they might work in nearby stations. They could never be for the whole zone since the zones completely circle the city and stations on the opposite side can be extremely far away even if in the same zone.

If you are in the suburbs with a ticket back to Paris, however, you can go to any station anywhere inside the city limits.
