They should just need an ESTA (unless they were denied for one, then yes, they would need a visa). Worth spending the 5 minutes to apply only (don't pay more than US$21 or you're getting scammed) and see if they'll get instantly approved and open up their options. But even with that, things are looking grim this close to departure and needing something quick to avoid missing the first/send day of their conference.
