probably not. There is a window in ICN for APEC/Special Needs that has no line when you enter into Korea (not on the foreigner side but close to the Korean side) while the normal side was packed. In recent visit, it took me 45mins to clear the immigration without either.
on the departure side of ICN, there is a VIP access security lane that APEC card holders are also eligible (saw someone behind me asked the security if he could use the other side since he has APEC).
But again, per APEC rule, they might ask if you are there for business.
