The "old' walkway is currently being redone and will be open when the DNC is in Chicago which means the first level of the parking structure becomes open too. (around 180 spaces). Both the ped bridge and outside ramp will be open until parking structure fully opens by October.
There's no moving the roadways per se, there's the 190 project which reconfigure's the roadways leaving T5 and includes a fly over ramp.
I just found a schematic from the FAA for the TAP approval from 2022. Shows the terminal will basically be pushed out flush with the front of the existing walkways over the ATS, with some additional lanes being created on the other side into the hilly area where the flags used to be. Slide 27

A CTA stop at T5 would be great—even better if it can be a one seat ride instead of connecting to the ATS. Perhaps whenever the hotel gets built next to the parking garage they can all share a pathway to the terminal. Slightly more of a possibility now that the FAA recently started to allow airport fees to be used to actual metro/subway/heavy rail construction as opposed to the subway to a connecting airport transit systems that have been built across the U.S. since the 80s (after the Blue Line came to O’Hare)
