I don't agree that it is the exception. Barring some ultra in demand hotels (Aspen, Vail, Maldives) that are understandably not super flexible, I've never experienced (and heard of from friends and colleagues), issues in canceling when stuff goes sideways.
I did this with a Hyatt 3 weeks ago when my flight was canceled due to the storms on DFW and I wouldnt make it.
