His was NOT a pre-pay rate. His was standard refundable, and his experience is like most of ours: it's refundable up until a certain period of time in advance of your arrival, at a minimum 24 hours for mid to high level hotels and resorts. The fact you have gotten your no-show charge waived with a call to them is commendable, and very lucky. It's very much the exception.
