I've seen this happen a number of times even when R>1 and I'm inside my clearance window...it show's waitlisted on the e-Up page and as soon as I hit 'accept buy' it clears and I get the email + txt msg...seems like a quirk in the system.
The eUpgrade request page has shown "waitlisted" on every upgrade I've requested for the past several years, even when there's R space, and it clears immediately.
