No, this hasn't changed. I flew in April and had no problem with SC access. For whatever reason (probably the lack of D1 to these destinations?), it survived the changes.
Yes, DL STE+ continue to get SC access on international flights if in FC (with the exception of Caribbean flights) or in PS cabin on international flights that have D1. D1 pax automatically get access regardless of status. Being in C+ cabin won't get you in no matter what (even if you are on an international flight with D1, but no PS).
