Will a walkway from the garage only be available after this 2027 construction, or will one be available once it opens later this year? Also will this involve decking over the ATS and moving the roadways (pickup/drop off)?
The "old' walkway is currently being redone and will be open when the DNC is in Chicago which means the first level of the parking structure becomes open too. (around 180 spaces). Both the ped bridge and outside ramp will be open until parking structure fully opens by October.

There's no moving the roadways per se, there's the 190 project which reconfigure's the roadways leaving T5 and includes a fly over ramp.

Do you know if the master plan ever contemplated a new CTA station adjacent to or under the new parking garage (either above ground somehow or burying the CTA tracks a bit farther east of where they presently go underground)? Clearly a large (and unlikely) undertaking, but I think about it each time I see the Blue Line and ATS pass each other.
A few of us suggested a T5 CTA stop at that point where the tracks cross each other. Conceptually it's doable, but the $$ aren't there. Now, one could argue this should still be looked at long term as once the the whole TAP program is completed 1 in 4 O/D passengers will be using T5.
