I have gotten access on arrival after initial refusal when I promised to stay less than 15 minutes before taking BART. At both downstairs Air France lounge when that was accessible to PP, and at their upstairs "temporary" location, which is now called something else.

As I have written, few things are as permanent as a temporary reduction in PP benefits.
