THere are ways the airlines could work this, SW brings around trays of water rather than carts on short flights, no reason Delta or other airlines couldnt have have a turbulence protocol that at leasts distributes water on trays and perhaps snacks out of a basket, rather than deny service entirely when turbulence is possible.
I've been on multiple DL flights where the FAs come around with trays with water... so this isn't something that is unknown or unable to be done.
