FC service does not require the use of carts, where coach service does. FAs can quickly grab their seats if turbulence shows up or increases if all they have is one or two drinks on a tray at a time. But coach FAs must take the carts to the back and secure them before they are able to sit back down.

THere are ways the airlines could work this, SW brings around trays of water rather than carts on short flights, no reason Delta or other airlines couldnt have have a turbulence protocol that at leasts distributes water on trays and perhaps snacks out of a basket, rather than deny service entirely when turbulence is possible.
