OTP to US mobile phone number + email worked for me, not sure why it's not working for you guys. It had a drop down for ISD code, i picked +1 US and put my number and instantly got the text. I am already half way through filling my application but going slow as final step is to give biometrics at an indian airport and I don't intend to travel any time soon.
