In the unlikely event that you misconnect at DEL you contact LH airport staff for assistance. It maybe that LH backoffice in FRA does the rebooking without intervention from staff at DEL but I wouldn't count on that.

EU Reg. 261/04 is not applicable for a delay caused by a non-community carrier outside EU. LH is not liable for this segment under EU Reg. 261/04.
