20:45 update
The RMS is still down, but the baggage congestion has been removed so that bags can enter and transit the warehouse. Bags still typically won't make flights today departing LHR (there are 38 more flights out for BA) and I would not bother hanging around baggage carousels, though some bags will presumably reappear from now on.
