There are major implications with all of these surcharges vs. base fare from corporate discounts, cashbacks, award tickets to everything else.
There shouldn't be any surcharges and certainly not permanent surcharges - there is a fare and there are govt imposed fees.
YQ for award booking is already different from revenue YQ. But there is probably an incentive to lower the base fare exactly to allow for "X% discount... from base fare" type of things to be further obfuscated.
How's LH and thier continuous pricing initiative anyway?
