This is one of the most misunderstood components of the upgrade algorithm. As long as there are people on the waitlist, PZ space could always show = 0.
You could check every day and getting frustrated, not seeing any PZ space available, but also not knowing that any PZ space released are instantly assigned to those on the top of the waitlist.
