I wouldn't assume BA charges the same carrier-imposed fees among all partners for award redemptions. They could very well have separate contractual provisions/rates among different partners for these fees. Remember that BA and AA are part of a TATL joint venture, while AS is not part of that JV. Also, note that these carrier imposed surcharges on awards have nothing to do with carrier imposed surcharges on revenue fares (YR/YQ) which is currently at $1000 each-way for TATL business class fares and is the same for all 3 big alliances.
