No, it's up to the lounge operator (Escape) to decide to again participate in Priority Pass.

No, it's up to the individual card issuer to decide if their Priority Pass memberships include the restaurant benefit. American Express, Capital One and Chase have opted out. That is not the entire universe of Priority Pass memberships.
