Yes. it is out of scope of 261 as the carrier is from outside the community and the flight is operating from an airport outside the community (DOH - LHR). I only want the difference in fare paid between the cabin booked and the cabin downgraded to. That is what I am told I have to wait for. I only mention 261 to try to avoid the confusion it caused.
