There isn't Premium Economy sold for TPE-BKK vv, so you are either in Business or Economy (or Premium Economy sold as Economy if the flight is operated by 359/77W). Extra $4,200/person is not worth it (quite expensive).

Priority Pass lounges at TPE are more than acceptable (since the CI lounges are nothing to write home about if you are not CI Emerald/Paragon), just make sure you head to the Oriental one in Terminal 2 on your way back cause that one is better than the Plaza Premium Lounges.
