No as the previous poster indicated, you have no lounge access at either Premium Economy bound sector.
I do wonder what prompt you to buy Premium Economy U and not Business D (if both were available). Typically we won't buy CI/W or U unless it's for qualifying miles (or upgrades using CI miles to Business Class). You can still try to buy 30K miles from someone on CI and upgrade to Business (if it's available) to get access to a lounge, but then those miles have to be credited to CI (if upgraded).
If I were to guess, it seems like you are on Business in regional because you bought PE/U on long haul?
