Sorry to be the bearer of bad news but this is correct. When I bought Voyager last year I didn't know if couldn't stack and had to wait a painful year to get Accor Plus back. The steps involved are:
1) wait for All + Voyager to lapse
2) you'll need to then write to All customer service and have then de-assosciate All + Voyager from your Accor account. This can be done only on the final day (or later) of the All + Voyager membership.
3) Join Accor Plus. All status, rewards & loyalty etc will transfer over, but your membership number will change slightly.
