Some includes TK. We were flying Business with TK, and asked about bags interlining at IST, but the reply was 'I don't see your UA flight in system' and that was the only reply I got.

Getting you bags on international arrive may be 30 minutes but 60 minutes is common at many USA international gateways including ORD. Note ORD is no worst than others --- EWR, SFO, ....
On separate tickets I would never do less than 3 hours. Yes less can work many times But if you want 90+ success, be at least 3 hours with check bags. Checked bags or international arrival will be the longest item and GE will not make bags faster.
My experience with SFO when arriving from FRA, MUC, TYO, SIN, with LH/UA/SQ/ANA was that it defininitely did
not take >1h bags start to arrive once plane was at the gate. Usually time when I was at the luggage hall and time when bags were starting to come was no more 10-15 min. Also with SFO bag re-check-in is at the arrival hall, without going outside, took no more than 2 minutes in past. Also I could go to T3 from internaltional arrivals without going outside - the whole logistics took in past no more than 10 min, including bag pick up, re-check, cleaning security again and waling to T3.
You might say that I was lucky but, I had >15 cases and in the last 10 years and probably this is what gave me assurance.
Yes, I will plan for 3h connectivity from now on, the problem with this particualr arrangement was that is only one flight per day on that route that departed that time.

Latter. We came to luggage hall at belt #5 where in addition to our, two other Volaris flights were displayed on the information screen. First there was luggage coming from these flights for about 10 min but luggage handlers were removing these bags and moving them next the the wall. Then belt stopped and remained stop for a while.
At 7PM the first bag from TK flight started to arrive but there were just 4 (four bags) coming with TK tthe belts stopped and started moving 15 min later when we got our bags with the rest of the flight.
We went to TK asking them if they can help us with anything. Because we had separate flights, they as expected, refused to provide hotel stay. I asked if they could at least provide a letter the time then the bags started to appear on the belt so I could try to provide this info to the insurance. They refused to do anything, saying that 'there is nothing I can provide to you' and told me to contact airport operations.
