This is a grey area - with delay like that the crew could and should have taken drink orders on the ground, The same constraints as far as the bar do not apply - but since the UK is no longer in the EU that may have changed as the bar is Duty Free. I have no idea if your door were closed ready for departure or if the Guardia de Finanzia could have boarded. I would have thought that at least a tray of water and orange juice should not be beyond the wit of anyone.
