Just keep plugging away at it, and perhaps next time give the impression that it's the very first time you called about this? Just keep starting from scratch until someone takes ownership. I know it's hard, it's only the easy cases that get dealt with and there are unfortunately now a very high number of unskilled and poorly trained people answering BAEC queries, but with persistence you will get there.
