No, it is not impossible. It is possible.

Two related sets of details:
  1. It is possible to find links with NLL. I try those posted at the following blogs: Frequent Miler; Doctor of Credit; Miles Earn and Burn. Sometimes the associated articles will say whether it is an NLL offer or not. Sometimes you have to go through the Terms and Conditions yourself.
  2. But you usually can only get to the Terms and Conditions if, when you click on the link, and are logged in, Amex appears to be offering you the card. In the alternative, you might get a screen saying something other than "no soup for you," but meaning no soup for you. If, however, the link seems to be offering you the chance to apply, don't worry about whether there is NLL or not. If Amex thinks you are not eligible at the application point, you will get a pop-up. So nothing ventured, nothing gained; and, if you do venture, it is essentially risk-free. So venture. Apropos, because these linked offers can work for people, there tend to be specifications in the blogs (and especially the comments section) regarding tricks for getting the application to pop-up via the links provided. They involve: using desktops versus smartphone apps; regular vs incognito mode; which browser; best regional VPN sites. My executive summary of the collective intelligence is: whatever works; keep trying stuff until you get the offer.
