In the RESIII days, if your eupgrade didn't clear out the first segment, you would still be on the waitlist for the second...or further, if there was only room on the international portion (ie SYD-YVR) they could clear that and you remain on the list for the second segment.

This, apparently in the post covid world is no longer the case. So you either get it...or you don't. With that said, I will continue to break out those segments in both directions.
