There are a lot of blocked seats for airport assignment and a lot of preferred seats that require status to obtain (or pay for). I don't think that is uncommon for a flight that may not have many passengers with status. As everyone will tell you, a seat map is not a good indicator of availability for seat that are actually for sale.
