All of that means the app is most useful in the last hour or so before departure. Enough time to let you know if you should grab some extra food & drink in the lounge or not ... and perhaps help to manage your expectations just before the upgrades process.
Remember the app UG list doesn't always include everyone who is actually on the list.
Several times including Wednesday of this week, my nominee does not appear on the app list but is on the list and successfully upgraded.
Same goes for airport UG requests for people on same flight day of travel.
