No he didnt, but Virgin Atlantic was set up 40 years ago, the aviation industry was very different to what is now. Plus Virgin at the time was well established as a brand at the point of VS being launched (Think Virgin Megastores/Records etc) so there was enough business acumen and money behind the Virgin Atlantic launch to make it a success.
When VS was launched, it was set up "fairly" quickly (probably quicker than it could be today) Currently Global has a A380 parked at Prestwick burning a very large hole in their capital with no revenue coming into the business.
I suspect that Global's financiers will only be releasing funding when they are meeting certain goals in their launch plan, which is why the launch has been delayed. This is speculation, but I suspect that they are waiting on their next batch of funding to do the next phase of renovations to the A380
