A four hour layover is considerable in DOH. You most certainly can visit the AM Garden Lounge. If you arrive at a A or B gate take the people mover which is a short quick ride from the south to north node. There are duty free shops near the Garden Lounge. which are a lot less crowded than the south duty free shops.
