I think you hit the nail on the head. There are a bunch of low-value members of SkyTeam like Kenya Airways, MEA, Aerolineas Argentinas, CSA, TAROM and Garuda that would provide no benefit for WS as partners. As you state, WS has already signed up the main ones that provide onward connections its customers could conceivably want (e.g. Air France CDG-ZRH, CDG-MXP, etc, Korean ICN-BKK, ICN-HCM, etc.)
