jsloan noted, cheaper refundable fares are fairly new, especially coming in after the pandemic. The real catch is that most people book flights that they have at least some intention to fly, and you're paying an extra $35
. UA can also model their overbooking allocations based on a presumption that someone who selects a more expensive refundable fare, all else equal, is less likely to travel.
