Had this happen with Budget PHL. After over an hour of waiting for a car that worked, we were given a dirty GMC SUV which absolutely stunk of cheap cologne. We found out why the next morning -- it reeked of marijuana. Absolutely disgusting. Between that & the poor service at PHL, we've sworn off Budget.
