Do you have QRPC Silver or oneworld ruby through another airline? If the latter you have no lounge access anywhere. If the former then you can access the silver lounge in Doha. According to the QR lounges site, there is no lounge access for silver at JFK. Though this site is often not up to date. In general QR do provide lounge access to their silver members at select airports, often where they have contracted with a non oneworld lounge.
