I'm also reading it as GUC implies PS at booking if a seat is available while RUC requires upgrade inventory. This would be similar to the current rules for buying PS on international itineraries, using a GUC, and getting FC on domestic connecting flights if a FC seat is available (with n o upgrade inventory requirement).
