As noted above, RUC upgrades on domestic D1 flights require OY inventory availability which is not public (and will require a PS fare on flights where PS cabin is sold as PS). It's only for domestic FC routes where RUCs only require Z inventory for upgrades which is a published FC/D1 revenue class (J/C/D/I/Z).
Ah I was not aware of the OY inventory requirement for Domestic D1 with the RUC. Anecdotal in the grand scheme of DL data and I don't search for it that often since I only look at domestic D1 when looking at Hawaii, but for when I've searched for RUC space to Hawaii, availability or lack of it has always correlated with D1 having Z fare bucket availability and D1 being available for upgrade with an RUC. But now I know that it's not a 100% match (or even tied together) as far as RUC use goes.
