Happens, yes.

But I don't think this is the case here. It simply reflects that for Latitude there may be non-R upgrade inventory available. I have found that lately availability as shown on aircanada.com has been fairly accurate. Except that sometimes, it initially shows waitisted but then it gets confirmed almost immediately.
