I experienced this same problem. How I got around it: at the popup you're describing, click the "book for $xxx" button. Although the button will provide visual cues that it was clicked, nothing else will appear to have happened. But at that point, if you then refresh the browser window (such as with Command-R, in Safari on a Mac) your seat will have in fact been selected. You can continue from there as normal.

Just as a data point, calling the USA customer service number worked today at a time that was not Germany business hours (was around 2am there). The call was definitely routed to... somewhere (I could hear the Euro-style ringing sounds as I made my way through the call tree).
