So tired of the Northeast cars heavy smoke smell

I just complained to Avis because, over the last 3 years, 9 out of 9 Luxury cars I have rented through Avis, I have a constant issue, usually for rentals in the Northeast, for some reason, and vehicles that have plates from states far away, where my "luxury" rented vehicle has a strong cigarette smell. My latest rental, out of PVD. A Cadillac XT4 with FL plates, was definitely the worst as I could tell it was probably the renter right before me, it was so strong. I'm actually so used to this happening that I even have a routine of going to Walmart and picking up a Armor All FRESH fx Smoke X Rapid Odor Eliminator and using it the first day. (It actually works quite well as it's a sort of "bomb" that you set off with the HVAC on recirculate and it eliminates smell even in the HVAC system) On this trip I didn't have a Walmart close so I just got some clip on air fresheners which really didn't work very well. It's so frustrating because you know Avis charges the renters who return these vehicles with cigarette smoke smell but then turn them around and rerent them without doing any cleaning. As someone who always rents a Luxury vehicle, as a Preferred Plus member, it's also frustrating to always be given a high-mileage vehicle. I've complained to the station attendants each time but nothing seems to be being done about it. So I went through the Avis CS site and opened a ticket. It's also harrowing for the next week or so to see if my conversations with attendant didn't get properly noted and they don't charge me.
