But even for airlines that do simply call it "Premium Economy" it works the same way. Premium Economy is treated as a separate cabin and upgraded experience from Economy and comes with its own seat, benefits, etc.

Is it that Premium Select isn't offered on the route or that it's sold out? Asking because I just booked travel to/from HI and the routings that included JFK had PS on the JFK-HNL/HNL-JFK legs. And checking dates randomly for various months of the year, I show PS being an option for sale between JFK & HNL. If PS is simply "Sold out", you can't upgrade directly to business class (Delta One). If it's true that the flight doesn't have PS, you can upgrade directly from Y to D1 with an upgrade instrument if the space is available.
