They interlined it to TPE but not all the way to your final destination? That’s very odd.
Charging for baggage in that scenario is new; in fact, this is the first report that I’ve seen that they do anything other than let the computer compute the baggage fee for the full itinerary and class of service. I suspect the agent did something incorrectly, leading to your half-interline.
